1. الإشراف على كل ما يتعلق بعمليات الشراء من حيث الشراء المباشر وغير المباشر بما ينسجم مع قانون اللوازم العامة.
2. التأكد من توفر المواد والأجهزة لتنفيذ أعمال الجامعة وفق الإمكانات المتاحة.
3. تنسيق أعمال المشتريات والمعطاءات والإشراف على كل عمليه التوريد ويتلقى التقارير الدورية عنها.
4. يطبق نظام اللوازم فيما يتعلق بالعطاءات في حدود الصلاحيات المنصوص عليها في الأنظمة المعمول بها.
5. يتأكد من تنفيذ عمليات الإعلان في الصحف عن العطاءات واستلام العروض.
6. ينسب بصرف إثمان المواد والأجهزة الموردة بعد استكمال إجراءاتها للدائرة المالية.
7. التنسيق مع الدائرة المالية بخصوص المخصصات وبنود الموازنة.
8. التنسيق مع دائرة الخدمات العامة والمخازن بخصوص اللوازم الواجب استلامها.
9. الاشتراك في لجان المشتريات والجرد والإتلاف وغيرها.
